The NITC is a nine-member, governor-appointed commission. The members of the Commission shall be approved by a majority of the Legislature. The membership shall consist of one member representing elementary/secondary education, one member representing postsecondary education, one member representing communities, five members with strategic planning experience representing the general public, and the governor or his or her designee. Members serve four year terms and are limited to two consecutive terms.

The NITC began under Executive Order 97-7 in November, 1997, and had its first meeting on December 16, 1997. It was recognized in statute under LB924 (4-2-98). The Commission has numerous goals and responsibilities as outlined in Statutes 86-501 to 86-530. The Commission meets quarterly or more frequently as conditions demand.
